Institutional Focal Point of PASP PALOP-TL for Mozambique
 

The National Institute of Information and Communication Technologies (www.intic.gov.mz), shortly known as INTIC, is a public institution with legal personality and administrative autonomy.
 
In fact, the Mozambican government was very aware of the outcome of ICTs and developed several initiativesintended to create conditions for the country and its citizens to benefit more from these technologies, and INTIC was one of those initiatives.
 
It is a public institution under the supervision of the Minister of Science and Technology, responsible for the coordination of the ICT sector in Mozambique, aiming to improve the provision of public services and citizen participation in governance.
 
In 2002 the Government approved the Information Technology Policy and its implementation strategy, and in 2006 the eGovernment Strategy.
As a practical result of these strategies, several projects have been designed and implemented with a great impact on society, since technicians, leaders and executives of the central and local organs of the State were trained in ICTs and improved the intra-governmental communication as also with the citizens through GovNet, the Government Portal, the Provincial Centers of Digital Resources (CPRDs), the Community Multimedia Centers (CMCs), the Provincial Government Portals and the Single Assistance Branches (BAUs).
More emphasis was also given to the following areas of ICT:
 

  • Development of human capacity in ICTs through training courses promoted at both central and local levels in the provinces and districts through the Provincial Centers for Digital Resources (CPRDs) and the Mobile ICT Unit
  • Development of contents and applications through the creation of portals of provincial and district governments, aiming to create conditions for access to information, knowledge and availability of public services online, for local development;
  • Community development through the expansion of Community Multimedia Centers (CMCs), for the dissemination of ICTs to rural communities.
  • Development of communications infrastructure through the expansion of GovNet to districts;
  • Among the achievements of great magnitude, it is worth highlighting the preparation of the National Internet bandwidth Plan, the preparation of the III Implementation Phase of the GovNET called "Government Electronic Network (GovNet): Electronic Services in the Districts", which at this moment Covers most of the central institutions of the State, all provincial governments and some municipalities, as well as the elaboration of the Electronic Government Interoperability Framework. These projects, together with training and development of human resources, will continue to constitute the main goals and priorities of INTIC in the coming years.

 
The implementation of the projects was possible thanks to the support and resources made available by the Government, channeled directly and / or through national partners, and also to financial support from international development cooperation partners, such as the Italian Government, the United Nations Development Program (UNDP) and the World Bank.
