Cape Verde

Cabo Verde became independent in 1975. Considering the size of the country and its poverty of resources, not many believed in the country’s viability and growth. However, the Cape Verdean State has managed to defy the odds and has achieved many successes since its independence. Recently, it became part of the group of middle-income countries.
 
In 10 years it has changed its level of INTERNET penetration from 1% in 2000 to 57% in 2015. It was recognized in the report of Doing Business 2012 as one of the 10 most reformers countries in the world, and also it is ranked as number one on e-government in the Western African sub-region. The impetus of the new information technology and specifically integrated e-government have bolstered most part of its process of modernisation.
 
Therefore, the ICT, considered as one of the most important tools for administrative modernisation and governance, has contributed to the emergence of a new concept and a new generation of public services aiming to promote entrepreneurship and citizenship and to prioritise the interests of the citizens in the provision of public service.
 

 
This integrated e-government approach is quite noticeable worldwide mainly because it is different from the models used in most countries and it facilitates the operation of e-government. In other words, the model adopted by Cabo Verde is based on the assumption that the integration of the systems on a common technological platform minimises the challenge of interoperability faced by many countries.
 
The objective of Cabo Verde in this field of e-government is to design technological solutions in order to assist the citizens and companies in each stage of their life and therefore the government has been developing and providing high quality services through several service channels (face-to-face, web and voice).
